A BILL FOR AN ACT


 

 

RELATING TO PROSTITUTION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The department of human services shall contract the services of a health and human services provider to fund a program that would coordinate agencies with a demonstrated capacity of addressing the issues related to youth at risk, who may become involved in prostitution and other potentially harmful activities incident to that lifestyle.  The problem of addressing the needs of youth currently involved in prostitution with an emphasis on assisting those exiting should also be part of this program.  The contract shall be executed in accordance with chapter 103F, Hawaii Revised Statutes.

     (b)  The agency contracted by the department of human services to establish the program shall submit an interim report, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the 2009 regular session, and a final report, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the 2010 regular session.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $300,000 or so much thereof as may be necessary for fiscal year 2008-2009 for the department of human services to implement a prostitution prevention education and diversion program.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2008.
