A BILL FOR AN ACT
making an emergency appropriation for the Judiciary.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. This Act is recommended by the governor for immediate passage in accordance with section 9 of article VII of the Constitution of the State of Hawaii.
SECTION 2. The legislature finds that the earthquakes that struck the State of Hawaii on October 15, 2006 significantly worsened existing damage to the roof of Kauikeaouli Hale, the Honolulu district courthouse. Work on roof repairs had already begun when the 6.7 and 6.0 magnitude quakes occurred, creating additional cracks. The facility may also have sustained other damage, prompting the need for a structural analysis.
In addition, the legislature finds that the judiciary has incurred and continues to incur costs related to making other repairs to the Honolulu district court building as a result of the earthquakes. Therefore, the legislature finds that the judiciary requires immediate funding to repair the additional cracks in the district court roof, to undertake a thorough structural analysis of the building, and to pay for other earthquake‑related costs.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $612,000, or so much thereof as may be necessary, for fiscal year 2006‑2007, for the purpose of repairing earthquake‑related damage to the Honolulu district court building.
The sum appropriated shall be expended by the judiciary.
SECTION 4. This Act shall take effect upon its approval.
