A BILL FOR AN ACT

 

 

RELATING TO RESEARCH CORPORATION UNIVERSITY OF HAWAII.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Hawaii is overly dependent on internal combustion powered vehicles for public and private transportation.  These vehicles generate pollution, clog streets and highways, and are a major reason for the State's dependency on fossil fuels.  The legislature further finds that an environment which encourages walking and the use of non-internal combustion transportation devices would reduce this dependency.

     The purpose of this Act is to appropriate funds for an urban planning and design study aimed at promoting personal transportation by walking and non-internal combustion powered vehicles such as bicycles and wheelchairs.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $50,000 or so much thereof as may be necessary for fiscal year 2007-2008 for a comprehensive urban planning and design study by the Research Corporation of the University of Hawaii aimed at reducing travel by internal combustion-powered public and private vehicles and encouraging walking and the use of personal transportation vehicles such as bicycles, wheelchairs and segways.

     SECTION 3.  The sum appropriated shall be expended by the Research Corporation of the University of Hawaii.

     SECTION 4. The research corporation of the university of hawaii shall submit the results of its study to the governor and the legislature by December 31, 2007.

     SECTION 5.  This Act shall take effect on July 1, 2007.
