A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE seventh SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $ , or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2007-2008, for the purpose of capital improvement projects for the seventh senatorial district, as follows:

SECTION 2. The appropriation made for the capital improvement projects enumerated in section 1 and authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2010, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the department of land and natural resources, in the case of item 1, the department of water of the county of Kauai, in the case of items 2 to 7, the county of Kauai, in the case of items 8 and 9, the department of transportation, in the case of item 10, and the department of education, in the case of items 11 to 16 for the purposes of this Act.

SECTION 5. The appropriation made for the capital improvement projects authorized by section 4 shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2010, shall lapse as of that date.
SECTION 6. The sums appropriated for the respective capital improvement projects set forth in section 4 shall be expended by the department of land and natural resources, in the case of item 1, the department of water of the county of Kauai, in the case of items 2 to 6, and the county of Kauai, in the case of item 7 for the purposes of this Act.
SECTION 7. This Act shall take effect on July 1, 2007; provided that sections 4, 5, and 6 shall take effect on July 1, 2008.
