A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE first SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $40,741,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2007-2008, for the purpose of capital improvement projects for the first senatorial district, as follows:
1. Hilo high school
Design, construction, and equipment for a gymnasium, including the demolition of the existing gym, if necessary, ground and site improvements, equipment, and appurtenances.

2. Waiakea high school
Design and construction of football field improvements, including track improvements, as necessary, ground and site improvements, equipment, and appurtenances.

Design, construction, and equipment for a classroom building, ground and site improvements, equipment, and appurtenances.

4. Waiakea intermediate school
Design, construction, and equipment for air conditioning upgrades for the library, ground and site improvements, equipment, and appurtenances.

5. Waimea elementary school
Design and construction of upgrades to parking area, including improvements for a pick‑up and drop-off area, ground and site improvements, equipment, and appurtenances.

6. Hilo medical center
Upgrade and expand current cardiovascular suite; provide full cardiovascular services without disruption to current services, includes peripheral and coronary vessel procedures.

7. Wailoa small boat harbor
A. Design and construction for improvements at the Wailoa small boat harbor, including maintenance dredging, safety improvements, and other related work.

B. Design and construction of a second boat launch ramp below the Wailoa river bridge.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2010, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital projects set forth in section 1 shall be expended as follows:
(1) The sums appropriated in items 1 to 5 shall be expended by the department of education;
(2) The sum appropriated in item 6 shall be expended by the department of health; and
(3) The sums appropriated in item 7 shall be expended by the department of land and natural resources.
SECTION 4. This Act shall take effect on July 1, 2007.
