A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE fifteenth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $63,247,119, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2007-2008, for the purpose of capital improvement projects for the fifteenth senatorial district, as follows:
1. Salt Lake waterway
Structural best management practices for state-owned facilities and dredging of Salt Lake. $1,000,000
2. Aiea elementary school
Install air conditioning in buildings
B, E, library and office. $2,500,000
3. Aliamanu elementary school
A. Plan, design and construction of administration building for clerical, administrative and support staff. $6,000,000
B. Plan, design and construction of school media-library center. $7,500,000
4. Aliamanu middle school
Design and construction to renovate
room S-2 for conference rooms. $300,000
5. Alvah Scott elementary school
Extend the current parking lot. $31,000
6. Hickam elementary school
A. Design and install telephone system to facilitate safety and welfare for students. $60,000
B. Install phones and necessary wiring in offices and classrooms. $60,119
7. Makalapa elementary school
A. Replace existing playground water sprinkler system and improve ground structure. $200,000
B. Design and construction for electrical upgrade for entire campus. $300,000

A. Plan, design, and construction to build school library. $2,500,000
B. Install an 8-foot solid fence along the back of the school that borders on the new navy exchange parking area. $70,000

A. Design and construction for improvements to building C classrooms; ground and site improvements; equipment and appurtenances. $540,000

Plan, design, and construction for the Puuhale street storm drainage system from the vicinity of King street to Nimitz highway and into the main drainage connector system. $3,500,000
20. Nimitz elementary school
A. Design and construction for campus wide air conditioning; ground and site improvements; equipment and appurtenances. $6,422,000
B. Design and construction for a new library building; ground and site improvements; equipment and appurtenances. $6,523,000
C. Design and construction of ADA compliant restrooms for the second floor of building C. $328,000
D. Design and construction of ADA compliant restrooms for first and second floors of building D. $660,000
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2010, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the department of accounting and general services, in the case of item 1, the department of education, in the case of items 2 to 18, and 20, and the department of transportation, in the case of item 19, for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2007.
