A BILL FOR AN ACT
relating to developmental disabilities.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that providers of developmental disabilities residential services perform a vital service to the State by providing important residential services to persons with developmental disabilities or mental retardation. Section 321‑15.9, Hawaii Revised Statutes, authorizes the department of health to make additional payments for residential services to the providers of developmental disabilities domiciliary homes and payments to the operators of developmental disabilities apartment complexes.
In 2005, the legislature appropriated $485,000, for fiscal year 2005-2006, for the payment of residential services provided by developmental disabilities domiciliary homes and developmental disabilities apartment complexes. The appropriated amount was considerably less than the $1,600,000 that was originally requested for that purpose and insufficient to meet the costs of operating the residential settings on behalf of the State.
In 2006, the legislature appropriated $1,200,000, for fiscal year 2006-2007, for the continued operation of developmental disabilities domiciliary homes and developmental disabilities apartment complexes. The appropriated amount was less than the $1,798,000 that was originally requested for that purpose and still insufficient to meet the costs of operating the residential settings.
The purpose of this Act is to appropriate the funds necessary, in addition to the $1,200,000 submitted in the department of health's biennium budget request, to continue the maintenance and operation of developmental disabilities domiciliary homes and developmental disabilities apartment complexes.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2007-2008, and the same sum, or so much thereof as may be necessary for fiscal year 2008-2009, to continue the maintenance and operation of developmental disabilities domiciliary homes and developmental disabilities apartment complexes.
The sums appropriated shall be expended by the department of health for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2007.
