A BILL FOR AN ACT
making an appropriation for the waianae coast comprehensive health center emergency room.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the Waianae Coast Comprehensive Health Center was established in 1973, at which time Waianae qualified as a medically underserved area, pursuant to federal guidelines, with operational funds granted through the United States Public Health Service. The legislature further finds that around 1986, with assistance from the Aloha United Way, the Waianae Coast Comprehensive Health Center's emergency room was opened twenty-four hours per day, three hundred sixty-five days a year. Over the years, the Waianae Coast Comprehensive Health Center has been able to secure various grants and successfully raise capital for improvements and expansion of the center and its programs and services. The legislature further finds that today, as was true from its establishment, the Waianae Coast Comprehensive Health Center continues to fulfill its mission as a community-owned and community-operated nonprofit medical facility serving an ever-expanding Waianae coast community of some 50,000 residents. However, additional funding is needed to allow the Waianae Coast Comprehensive Health Center to continue to faithfully serve residents of the Waianae coast through the provision of twenty-four hour per day emergency room services.
The purpose of this Act is to assist the Waianae Coast Comprehensive Health Center in providing continuing twenty-four hours per day emergency room services to residents of the Waianae coast.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $1,500,000, or so much thereof as may be necessary for fiscal year 2007-2008, and the same sum, or so much thereof as may be necessary for fiscal year 2008-2009, as a grant pursuant to chapter 42F, Hawaii Revised Statutes, to the Waianae Coast Comprehensive Health Center for the operation of its twenty-four hour emergency room.
The sums appropriated shall be expended by the department of health for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2007.
