A BILL FOR AN ACT
relating to housing.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature notes with concern the fact that the Del Monte Fresh Produce operation in Kunia, Oahu, is in the process of closing down, two years earlier than initially anticipated. While the economic times and the demand for agricultural workers may ease the employment concerns of the displaced workers, roughly one hundred twenty-five employees' and retirees' families live in the Kunia plantation camp which is leased by Del Monte from Campbell Estate. The Kunia plantation camp comprises of about fifty acres along Kunia road and contains about one hundred twenty homes with the Campbell lease expiring in 2008. Also in the near vicinity of the Kunia plantation camp is the site referred to as the superfund site, an area that was the subject of a hazardous waste cleanup operation under the direction of the United States Environmental Protection Agency.
The purposes of this Act are to:
(1) Direct the land survey division of the department of accounting and general services to determine the boundaries of the Kunia plantation camp; and
(2) Make an appropriation for the purchase of the Kunia plantation camp from Campbell Estate for the eventual resale of the homes to the families of the workers and retirees presently occupying the homes.
SECTION 2. The state land surveyor in the department of accounting and general services is directed to survey the boundaries of the Kunia plantation camp, including approximately one hundred twenty homes, along with the superfund site for recreational purposes and adequate egress and ingress from the homes to the nearest public highway.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2007-2008, and the same sum, or so much thereof as may be necessary for fiscal year 2008-2009, for the purpose of:
(1) Acquiring by negotiation or condemnation the approximately one hundred twenty-home Kunia plantation camp, comprising of approximately fifty acres in TMK (First Division) 9-2-005:002, including the existing superfund site;
(2) Making improvements to the homes and the infrastructure servicing the homes to meet minimum zoning and subdivision standards;
(3) Refurbishing the homes to ensure that they are safe for human habitation; and
(4) Assisting the families of the former Del Monte employees and retirees presently occupying the homes to purchase their home in fee.
SECTION 4. The sums appropriated shall be expended by the department of accounting and general services for the purposes of this Act.
SECTION 5. This Act shall take effect on July 1, 2007.
