A BILL FOR AN ACT
relating to housing.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The department of land and natural resources, office of planning, and Hawaii housing finance and development corporation are directed to establish a task force to identify, at minimum, two thousand acres of land statewide that are suitable for the future development of affordable housing by the Hawaii housing finance and development corporation or in conjunction with private for-profit or nonprofit developers. The lands may be in the agricultural, rural, or urban district and should be in areas suitable for immediate urban expansion.
SECTION 2. The Hawaii housing finance and development corporation shall submit a report to the legislature at least twenty days prior to the convening of the regular session of 2008, setting forth the following:
(1) The parcels of land identified pursuant to section 1 on each island;
(2) The acreage of each parcel;
(3) The land use designation and zoning of each parcel;
(4) Any physical features of any of the identified parcels that make it immediately developable;
(5) The presence of infrastructure that may immediately service the parcels; and
(6) The current owner of the fee and any other property interests in the parcels identified.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $25,000, or so much thereof as may be necessary for fiscal year 2007-2008, for the task force comprised of representatives from the department of land and natural resources, office of planning, and Hawaii housing finance and development corporation to prepare and complete the report described in section 2 of this Act.
The sum appropriated shall be expended by the Hawaii housing finance and development corporation for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2007.
