A BILL FOR AN ACT

 

 

relating to historic preservation.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the historic and cultural heritage of the State are among its important assets and that contemporary social and economic developments of society threaten to destroy the limited tangible remains of this heritage.  The state historic preservation division of the department of land and natural resources is responsible for the preservation of Hawaii's historic remains and structures, and for implementing and supporting federal and state laws relating to historic preservation in the State.  The division maintains an inventory of historic properties in Hawaii, including the Hawaii and National Register of Historic Places, and supports various programs and initiatives relating to historic preservation.

     Currently, more funding is needed to allow state historic preservation division to establish and implement effective historic preservation standards and procedures and hire additional staff members to maintain and continue the division's projects and programs.  The division's critical projects include updating its technology database and geographic information system, maintaining its inventory of historical properties and state register of historic places, updating its administrative rules, and implementing federal mandates.  As a result of the October 2006, earthquake, additional funding is necessary to aid in the assessment, stabilization, and restoration of historic structures that were damaged during the earthquake.

     The purpose of this Act is to appropriate funds for state historic preservation division to maintain and continue to provide programs and services relating to historic preservation in Hawaii, and restore historic structures that were damaged by the October 2006, earthquake.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2007-2008, and the same amount, or so much thereof as may be necessary for fiscal year 2008-2009, for the state historic preservation division to increase its operating and staff costs to establish and implement effective standards and procedures, sufficiently meet its staffing requirements through the hiring of additional staff, and aid in the restoration and repair of historic structures damaged by the October 2006, earthquake.

     The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2007.
