A BILL FOR AN ACT
relating to perinatal care.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Act 248, Session Laws of Hawaii 2006, established a pilot perinatal clinic to provide comprehensive prenatal, delivery, and postpartum care to women on Oahu who have a history of methamphetamine and other substance use, including alcohol and tobacco. In addition, the pilot perinatal clinic is responsible for providing the women with:
(1) Substance abuse counseling;
(2) Pediatric care with appropriate developmental interventions;
(3) Psychiatric care for patients with dual diagnoses; and
(4) Case management, including social services and coordination with child welfare services to ensure that the home environment is safe, to prevent the abandonment of children, and to keep families intact whenever possible, as long as the safety of the children is assured.
The sum of $400,000 was appropriated for fiscal year 2006‑2007 to establish the pilot perinatal clinic and to provide case management services. The pilot clinic is currently being established, and the care will include non-judgmental substance use counseling, parenting classes, social service resources, and legal services. The goals of the comprehensive care and services provided by the clinic will be to facilitate the patient's transition from a troubled, pregnant woman to a coping, capable parent; to assess the safety of the home environment for the child; and to prevent outplacement and keep families together whenever possible.
There is a need for additional funding to continue the pilot perinatal clinic through fiscal years 2007-2008 and 2008‑2009.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $200,000, or so much thereof as may be necessary for fiscal year 2007-2008, and the same sum, or so much thereof as may be necessary for fiscal year 2008-2009, for the department of human services to contract with the university clinical educational and research associates program at the University of Hawaii department of obstetrics, gynecology, and women's health to continue the pilot perinatal clinic and the provision of case management services.
SECTION 3. The sums appropriated shall be expended by the department of human services for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2007.
