A BILL FOR AN ACT

 

 

relating to uniform quarterly assessment.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The federal No Child Left Behind Act requires schools across the nation to report results of standardized testing.  The Hawaii department of education mandates that all schools also assess students quarterly so that appropriate interventions and timely measures of progress are available to students and teachers.  Unfortunately, the schools have been left to develop or select their own assessment instruments so there is no common basis for accurately predicting results on the yearly examinations.

     The purpose of this Act is to provide funding for the department of education to develop or purchase quarterly assessment instruments that will provide all schools with accurate and common measurements of achievement and progress on the Hawaii state assessment tests.

     SECTION 2.  The department of education shall designate usage of a uniform quarterly assessment instrument and designate targets for yearly progress and achievement that assist students, teachers, and schools to predict results on the yearly Hawaii state assessment tests.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2007-2008, and the additional sum of $          , or so much thereof as may be necessary for fiscal year 2008-2009, for the development and purchase of quarterly assessment instruments.

     The sums appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2007.
