A BILL FOR AN ACT

 

 

relating to historic preservation.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Diamond Head state monument is a historical site on Oahu.  Currently, the monument needs improvements to ensure the safety and enjoyment of all visitors.  The dirt path looping southeast to the summit from the base of the stairs should be expanded and reinforced so that the visitor load capacity is redistributed on the dirt path.  It is anticipated that the expanded path will loop past the southeast pillbox bunker to the summit lookout bunker.  In addition, the dirt path along the ridgeline running northwest from the summit lookout should be reinforced so that the visitor load capacity is redistributed on this dirt path as well.  This ridgeline path connects the present summit lookout bunker with the northwest bunker.

     The purpose of this Act is to ensure the safety and enjoyment of visitors to the monument and reduce visitor impact on the trail system by appropriating funds to improve the load distribution and carrying capacity of the trail system.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2007-2008, and the same sum, or so much thereof as may be necessary for fiscal year 2008-2009, to improve the trail system at Diamond Head state monument and its load distribution and carrying capacity.

     The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2007.
