HOUSE RESOLUTION
requesting the Governor to conduct a comprehensive study and cost review of adult residential care home services in hawaii, including the actual costs incurred to operate an adult residential care home.
WHEREAS, licensed adult residential care homes, both nonprofit and for profit, serve Hawaii's residents; and
WHEREAS, adult residential care homes are designed to provide safe, humane, comfortable, and supportive residential settings for adults who do not need to live in a long-term care facility or require its services but who require assistance or supervision with activities of daily living; and
WHEREAS, the Department of Health licenses adult residential care homes pursuant to section 321‑15.6, Hawaii Revised Statutes; and
WHEREAS, adult residential care home licensing rules strengthen health and safety protections for adult residential care home residents based on current information and research and incorporate state-of-the-art program concepts; and
WHEREAS, a comprehensive review of the operational costs incurred by adult residential care homes in Hawaii has not been conducted; and
WHEREAS, a comprehensive review would be beneficial for adult residential care home operational and administrative purposes; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, that the Governor is requested to conduct a comprehensive study and cost review of adult residential care home services in Hawaii, including the actual costs incurred to operate an adult residential care home; and
BE IT FURTHER RESOLVED that the Governor is requested to include in the written report at least the following:
(1) A comparison of the cost of operating a:
(A) Type I adult residential care home pursuant to section 321‑15.6(b)(2)(A), Hawaii Revised Statutes; and
(B) Type II adult residential care home pursuant to section 321‑15.6(b)(2)(B), Hawaii Revised Statutes;
(2) A comparison of the costs for adult residential care homes that serve residents who receive Supplemental Security Income and those homes that do not;
(3) A determination of costs identified to be one—time costs and those costs identified as recurrent, including staff and administrator training costs; and
(4) An estimate of the annual cost savings to the State arising from the placement of individuals within adult residential care homes as opposed to placement in long-term care facilities; and
BE IT FURTHER RESOLVED that the Governor is requested to assign any personnel from any executive department or agency to conduct the comprehensive study that the Governor determines to be appropriate; and
BE IT FURTHER RESOLVED that the Governor is requested to submit findings and recommendations, including any necessary proposed legislation, in a report to the legislature no later than twenty days prior to the convening of the Regular Session of 2009; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor and the Director of Health.
