HOUSE RESOLUTION

 

 

REQUESTING THAT THE DEPARTMENT OF ACCOUNTING AND GENERAL  SERVICES STUDY AND EVALUATE ALTERNATIVE METHODS OF UPGRADING THE STATE’S PAYROLL AND PERSONNEL SYSTEMS.

 

 

 


     WHEREAS, the State of Hawaii's payroll system has not been upgraded in almost two decades; and

 

     WHEREAS, the payroll process in some departments is excessively manual and available technological improvements have not been implemented; and

 

     WHEREAS, the current payroll and human resources systems are not adequate to meet the needs of government in the 21st  century; and

 

     WHEREAS, the antiquated methods used to process payroll by the Department of Accounting and General Services create lag times in the compensation and reimbursement of employees and impede the ability of the departments to efficiently deliver quality payroll services to employees; and

 

     WHEREAS, some employees have waited months for their mileage to be reimbursed, for overtime and unused vacation pay to be processed, and for payment of the salary that is appropriate due to step movements in employee classification; and

 

     WHEREAS, state law regulates the payment of wages and other compensation for the public sector including the timing of payment of wages under section 78-13, Hawaii Revised Statutes; and

 

     WHEREAS, the State has an obligation to make changes that will significantly improve the technology used to issue payments, streamline government operations, enhance functionality, and eliminate a reliance on manual, paper-based processes through web-based services; now, therefore,


     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, that the Department of Accounting and General Services is requested to study and evaluate how its payroll system can deliver better, more-efficient services to line departments and state employees, as well as the feasibility of conforming the wage and hour law of public employees, with private sector practices; and

 

     BE IT FURTHER RESOLVED that the Department of Accounting and General Services report its findings and recommendations to the Legislature no later than 20 days prior to the convening of the Regular Session of 2009; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Comptroller.
