HOUSE RESOLUTION
requesting the counties to ACKNOWLEDGE the relationship between urban design and the mental and physical well-bring of people and for the counties to incorporate this knowledge into permit and design decisions.
WHEREAS, good urban design is a creative process which, when applied to towns and cities, results in the development of great urban places: buildings, streets, squares and parks; and
WHEREAS, urban design is inextricably linked to its site and locality, responding to the landscape, existing built form, culture and attitudes; and
WHEREAS, urban design should provide sustainable, positive and peaceful living environments, both in private and public areas; and
WHEREAS, well-planned urban design serves the public interest and includes appropriate innovation to respond to technical, social, aesthetic, economic and environmental challenges; and
WHEREAS, research into criminal behavior shows that the decision to offend or not to offend is more influenced by cues to the perceived risk of being caught than by cues to reward or erase of entry, good urban design is based on enhancing the perceived risk of detection and apprehension; and
WHEREAS, the Hawaii State Legislature recognizes the need to efficiently process applications for new development, while placing a high priority on quality design; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, that the counties to acknowledge the relationship between urban design and the mental and physical well-being of people; and
BE IT FURTHER RESOLVED that the counties should incorporate this recognition into their permit and design decisions; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the planning and permitting departments of each county.
