HOUSE RESOLUTION

 

 

MANDATING THE CREATION OF A SINGLE WEBSITE FOR PUBLIC ACCESS TO STATE EXPENDITURES.

 

 

 


     WHEREAS, transparency and accountability are fundamental principles of a democracy; and

 

     WHEREAS, the number and cost of state expenditures has risen and the public is often unfamiliar with the spending process and expenditures; and

 

     WHEREAS, the public is demanding more responsible spending of their tax money, whether it is congressional earmarks or our state and local expenditures; and

 

     WHEREAS, in the past, it has been difficult for the people to get easy access to government records; and

 

     WHEREAS, the internet provides an easy, reliable, and affordable way for the state to make spending records available; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, that the House of Representatives urges the Governor to create a single website designed to provide records to the public of annual and monthly expenditures of the state government, and also provide archived databases of those records; and

 

     BE IT FURTHER RESOLVED that the Chair of the House Finance committee is urged to cooperate with the Governor to provide comprehensive and pertinent financial information for the website; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, the Speaker of the House, and the Chair of the House Finance committee.
