HOUSE CONCURRENT RESOLUTION
requesting the department of health to receive complaints and investigate incidents of damage or injuries caused by energy projectories and to respond accordingly.
WHEREAS, the Legislature supports the goal of creating healthier home, work, and personal environments; and
WHEREAS, energy projectories are defined as electromagnetic waves from sources such as microwaves, radiation, pulse, sound waves, radio waves, and light waves; and
WHEREAS, the proliferation of technology has been accompanied by more exposure to energy projectories; and
WHEREAS, electromagnetic waves from common household objects and other sources are sometimes associated with health risks; and
WHEREAS, more research is needed to determine whether various energy projectories are harmful to human health; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the Senate concurring, that the Department of Health is requested to receive and investigate complaints from residents of the State regarding incidents of damage or injuries caused by energy projectories; and
BE IT FURTHER RESOLVED that the Department of Health is requested to utilize data collected through its investigations to assess the prevalence of damage or injuries caused by energy projectories, to develop standards, and to adopt rules under chapter 91, Hawaii Revised Statutes (the Hawaii Administrative Procedure Act), as needed, to regulate energy projectories and limit associated hazards; and
BE IT FURTHER RESOLVED that the Department of Health is requested to take appropriate steps to educate the public on the safe use of products to minimize the risk of damage or injury from energy projectories; and
BE IT FURTHER RESOLVED that the Department of Health is requested to submit a preliminary report to the Legislature no later than twenty days prior to the convening of the 2009 Regular Session and a final report no later than twenty days prior to the convening of the 2010 Regular Session, and that the Department is requested to include in the reports, findings and recommendations on progress made, resources required for implementing effective regulation, and the criteria used for developing energy projectories standards; and
BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of Health.
