HOUSE CONCURRENT
RESOLUTION
requesting the department of land and natural resources to provide an inventory of camping facilities and campsites available statewide and report on the conditions of, and problems associated with, existing camping facilities and campsites IN THE STATE.
WHEREAS, camping promotes an appreciation of the outdoors and is an opportunity for residents and visitors to enjoy the sights and sounds of Hawaii's natural environment; and
WHEREAS, residents and visitors use various private and public camping facilities throughout the State, including campsites that provide increased accessibility to inland and shoreline areas for public recreational purposes; and
WHEREAS, camping provides lessons in maintaining our natural resources and sustaining the unique and sensitive natural environment of Hawaii; and
WHEREAS, the experience of camping can promote a conservation ethic in the use of Hawaii's natural resources and encourage a profound understanding of the importance of sustainability; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the Senate concurring, that the Department of Land and Natural Resources is requested to provide a statewide inventory of existing private and public camping facilities, including campsites that have no amenities such as running water or bathrooms; and
BE IT FURTHER RESOLVED that the Department of Land and Natural Resources is requested to submit a report to the Legislature not later than twenty days prior to the convening of the Regular Session of 2009 that includes, but is not limited to:
(1) Strategies utilized by the Department of Land and Natural Resources to increase camping activities at camping facilities, including campsites without amenities; and
(2) The number of leases and public-private partnerships relating to camping that are currently in effect; and
(3) The conditions and current problems relating to state camping facilities and campsites;
(4) Illegal camping activities, and its costs to the State, including the number of investigations and arrests made by the Department's Division of Conservation and Resource Enforcement; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor and the Chairperson of the Board of Land and Natural Resources.
