HOUSE CONCURRENT
RESOLUTION
MANDATING THE CREATION OF A SINGLE WEBSITE FOR PUBLIC ACCESS TO STATE EXPENDITURES.
WHEREAS, transparency and accountability are fundamental principles of a democracy; and
WHEREAS, the number and cost of state expenditures has risen and the public is often unfamiliar with the spending process and expenditures; and
WHEREAS, the public is demanding more responsible spending of their tax money, whether it is congressional earmarks or our state and local expenditures; and
WHEREAS, in the past, it has been difficult for the people to get easy access to government records; and
WHEREAS, the internet provides an easy, reliable, and affordable way for the state to make spending records available; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the Senate concurring, that the Legislature urges the Governor to create a single website designed to provide records to the public of annual and monthly expenditures of the state government, and also provide archived databases of those records; and
BE IT FURTHER RESOLVED that the Chairs of the House Finance and Senate Ways and Means committees are urged to cooperate with the Governor to provide comprehensive and pertinent financial information for the website; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the President of the Senate, the Speaker of the House, the Chair of the House Finance committee, and the Chair of the Senate Ways and Means committee.
