HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THAT the office of planning prepare and file a PEtition with the land use commission to synchronize state land use classifications with city and county land use classifications. lands that are classified by the city and county as preservation, yet by the state as urban, should be updated to a State conservation district classification.  Directs the City and County of Honolulu to not issue any permits allowing the development on such land, pending the final disposition of the petition.

 

 

 


     WHEREAS, the open spaces Oahu are slowly being developed away; and

 

     WHEREAS, many state lands, such as the open space at Mau'uwai and Queen's Rise in Hawaii Kai, are classified by the City and County of Honolulu as P-2 General Preservation Districts, yet classified by the state as urban; and

 

     WHEREAS, under that state land use designation and present county zoning, this open space is threatened with possible development of low intensity residential use; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the Senate concurring, that the Office of Planning is requested to prepare and file a petition with the State Land Use Commission to reclassify all Oahu misclassified lands from urban into the conservation districts; and

 

     BE IT FURTHER RESOLVED that, pending the preparation, filing, and final disposition of the land use petition, the City of Honolulu is requested not to issue any land use, subdivision, building, or other permits that will allow the development of these lands for any purpose other than the continued use of the lands as open space; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Office of the Governor, the Department of Land and Natural Resources, the Mayor of the City and County of Honolulu, members of the Honolulu City Council, and members of the Hawaii Kai Neighborhood Board.
