HOUSE CONCURRENT
RESOLUTION
requesting an appropriation to the hawaii state public school system designated specifically for the purchase of a new effective filter to block inappropriate web content.
WHEREAS, according to the Comm Solutions Company, nearly one-third of time spent online is non work related; and
WHEREAS, a non-effective filter system distracts students from completing work effectively in the internet; and
WHEREAS, the current filter system, Websense, is easily and effectively bypassed by students, using website proxies such as "Proxify", "Anonymous", "Anonymizer" and "The Cloak" or entering an "s" after the "http" which stands for a secure connection that Websense does not block; and
WHEREAS, Websense may delay an internet connection for up to 25 seconds; and
WHEREAS, before the increase in the use of computers, teachers could easily monitor student browsing; and
WHEREAS, the amount of computer viruses, malicious codes, spyware, and worms on computers can be reduced with a web filter clocking sites known to transmit these dangerous program; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the Senate concurring, that funds be appropriated to the Hawaii State public school system this year, and every year following, to purchase and update an effective filter system; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor of the State of Hawaii, the Board of Education, the Superintendent of Education, and all secondary school principals.
