HOUSE CONCURRENT
RESOLUTION
REQUESTING THAT THE DEPARTMENT OF LAND AND NATURAL RESOURCES AND THE CITY AND COUNTY OF HONOLULU DEVELOP A STATE-CITY PARTNERSHIP FOR THE SHARED USAGE of vacant land across from the small boat harbor at he`eia kea.
WHEREAS, the He'eia Kea small boat harbor is owned and operated by the State of Hawaii, under the Department of Land and Natural Resources; and
WHEREAS, immediately across the street from the He`eia Kea small boat harbor are several parcels of vacant land currently owned by the City and County of Honolulu totaling approximately 160 acres; and
WHEREAS, the parcels of land, TMK 4-6-006:044, TMK 4-6-006:048, and TMK 4-6-006:049, were once owned by HECO, which intended to use the land to site a power generation plant; and
WHEREAS, after purchasing the land from the tenants, HECO ran into great community opposition to the plans for a power generation plant and used the land for a windward service hub; and
WHEREAS, HECO eventually sold the parcels to a developer who could not secure the financing for a development, and took a loss in selling the parcels to another developer from Japan; and
WHEREAS, the developer from Japan faced opposition to development plans, and promptly defaulted to creditors, who in turn, sold the parcels to the City and County of Honolulu in the late 1990's for approximately $4 million; and
WHEREAS, since that time, the City and County of Honolulu has not undertaken any constructive use of the land; and
WHEREAS, harbor users are constantly getting ticketed for parking on City-owned and operated property when the parking lots at the State-owned and operated harbor are full, an occurrence which is happening with greater frequency; and
WHEREAS, it would benefit the He'eia Kea Small Boat Harbor users, members of the He'eia community, the State of Hawaii, and City and County of Honolulu, if a partnership were entered into for the creation of an auxiliary parking lot for boats, trailers, and other vehicles for harbor users, making it safer and more convenient for all to partake in the beautiful, natural resources of the Kaneohe Bay area; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the Senate concurring, that the Department of Land and Natural Resources and the City and County of Honolulu are strongly encouraged to develop a partnership for shared usage of the vacant properties across from the He'eia Kea small boat harbor, TMK 4-6-006:044, TMK 4-6-006:048, and TMK 4-6-006:049, for the benefit of the community; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Chairperson of the Department of Land and Natural Resources, the Mayor of the City and County of Honolulu and the members of the Honolulu City Council.
