HOUSE CONCURRENT
RESOLUTION
REQUESTING THE AUDITOR TO PERFORM A MANAGEMENT AUDIT OF THE UNIVERSITY OF HAWAII AT MANOA SCHOOL OF SOCIAL WORK.
WHEREAS, the University of Hawaii at Manoa School of Social Work offers one of the premier social work programs in the Pacific and Asia region and is particularly renowned for its multicultural curriculum; and its educational programs are designed to reflect global issues and social change, indigenous perspectives, and methods and practices focusing on Pacific and Asian cultures; and
WHEREAS, the mission of the University of Hawaii at Manoa School of Social Work is to contribute to the advancement of social work practice in its many forms for the purpose of preventing or resolving the most critical social problems, and in particular, reaffirming social work's historic commitment to increase social justice and availability of opportunity for underrepresented and oppressed groups; and
WHEREAS, the principal responsibility of the School of Social Work under its mission statement is the generation, transmission, and application of knowledge that will benefit the State of Hawaii, and, in addition, it is the school's responsibility to contribute to knowledge for use by the profession as a whole. In particular, it is the goal of the school to increase comprehension of the ways in which social policy, social work practice, and research can be improved through understanding of native Hawaiian, other Pacific Islander and Asian cultures of our communities, State, and the Pacific Region; and
WHEREAS, the strategic plan of the University of Hawaii at Manoa School of Social Work indicates that the school is positioned to address the unique social work issues facing the region and to provide a regionally-focused curriculum, leading to the development of a qualified workforce to address critical and ever-changing social issues with an emphasis on Hawaii, extending to Asia and the broader Pacific Region; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the Senate concurring, that the Auditor is requested to conduct a management audit of the University of Hawaii at Manoa School of Social Work; and
BE IT FURTHER RESOLVED the Auditor is requested to review whether the school is satisfactorily performing its services under its own mission statement and strategic plan, and whether the school is satisfactorily pursuing the best interests of all social workers in the State; and
BE IT FURTHER RESOLVED that the Auditor is requested to submit findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2009; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to Auditor, the President of the University of Hawaii, the Chairperson of the Board of Regents of the University of Hawaii, and the Dean of the University of Hawaii at Manoa School of Social Work.
