HOUSE CONCURRENT

RESOLUTION

 

 

encouraging the counties to implement the United States Department of Transportation's design guidance document on integrating bicycling and walking when building their transportation infrastructure in order for all Hawaii residents who choose to walk or bicycle to do so safely and efficiently.

 

 

 


     WHEREAS, bicycling and walking contribute to cleaner air, enhance Hawaii's energy independence, and contribute to national security by reducing reliance on imported oil; and

 

     WHEREAS, bicycling and walking also reduce traffic congestion; and

 

     WHEREAS, the United States Centers for Disease Control has determined that changes in the community environment to promote physical activity may offer the most practical approach to preventing obesity or reducing its co-morbidities, and motor vehicle trips that can be safely replaced by walking or bicycling offer the first target for increased physical activity in communities; and

 

WHEREAS, the counties have limited financial resources with which to deal with many and various county issues, and one efficient use of their limited resources is to include bicycle and pedestrian elements into roadway projects where feasible; and

 

     WHEREAS, in February 2000, the United States Department of Transportation issued a design guidance statement entitled Accommodating Bicycle and Pedestrian Travel:  A Recommended Approach--A United States Department of Transportation Policy Statement on Integrating Bicycling and Walking into Transportation Infrastructure; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the Senate concurring, that the Legislature encourages the counties to implement the United States Department of Transportation's design guidance document on integrating bicycling and walking when building their transportation infrastructure in order for all Hawaii residents who choose to walk or bicycle to do so safely and efficiently; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation and the Mayors and council chairpersons of the respective counties.
