HOUSE CONCURRENT
RESOLUTION
requesting the state historic preservation officer to convene a task force to compile and maintain a hawaii heritage list comprised of unique historic properties that represent or characterize Hawaiian culture and heritage.
WHEREAS, the Constitution of the State of Hawaii recognizes the value of conserving and developing the historic and cultural property within the State for the public good; and
WHEREAS, the Historic Preservation Division of the Department of Land and Natural Resources administers the historic preservation program; and
WHEREAS, among the purposes of the historic preservation program is to develop a statewide survey and inventory to identify and document historic properties, aviation artifacts, and burial sites, including all those owned by the State and the counties; and
WHEREAS, "historic property" is defined under section 6E‑2, Hawaii Revised Statutes, to mean any building, structure, object, district, area, or site, including heiau or underwater site, that is over fifty years old; and
WHEREAS, a task force should be established to assist the State Historic Preservation Officer to identify historic properties that characterize Hawaiian culture and heritage by compiling and maintaining a Hawaii heritage list; and
WHEREAS, the Hawaii heritage list should be comprised of unique historic properties that represent or characterize Hawaiian culture and heritage and are not currently on the inventory of historic properties; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the Senate concurring, that the Chairperson of the Board of Land and Natural Resources is requested to convene an advisory task force to compile and maintain a Hawaii heritage list comprised of unique historic properties that represent or characterize Hawaiian culture and heritage; and
BE IT FURTHER RESOLVED that in convening the Hawaii heritage task force, the Chairperson of the Board of Land and Natural Resources is requested to include:
(1) The State Historic Preservation Officer;
(2) A designee of the Chairperson of the Board of Land and Natural Resources;
(3) The Director of Business, Economic Development, and Tourism or designee;
(4) Two members appointed by the Senate President;
(5) Two members appointed by the Speaker of the House of Representatives;
(6) At least one resident from each of the counties of Hawaii, Kauai, and Maui who has an interest in Hawaiian culture and heritage, appointed by the Mayor of each respective county; and
(7) At least two residents of the city and county of Honolulu who have an interest in Hawaiian culture and heritage, appointed by the Mayor of Honolulu; and
(8) Three non-governmental, professionally qualified members from each of the disciplines of archaeology, architecture, and Hawaiian history and culture; and
BE IT FURTHER RESOLVED that in compiling and maintaining the Hawaii heritage list, the task force is requested to:
(1) Consider historic properties that represent or characterize Hawaiian culture and heritage;
(2) Consider historic properties that are not already included on the inventory of historic properties; and
(3) Consider historic properties that are worthy of preservation from demolition; and
BE IT FURTHER RESOLVED that the Department of Land and Natural Resources is requested to provide administrative, professional, technical, and clerical support to the task force; and
BE IT FURTHER RESOLVED that the Chairperson of the Board of Land and Natural Resources is requested to submit a report of the task force's findings, including a copy of the most current Hawaii heritage list, to the Legislature not later than twenty days prior to the convening of each Regular Session, beginning with the 2009 Regular Session; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the State Historic Preservation Officer; Chairperson of the Board of Land and Natural Resources; Director of Business, Economic Development, and Tourism; and the Mayor of each county.
