HOUSE CONCURRENT

RESOLUTION

 

 

URGING THE DEPARTMENT OF EDUCATION TO MAINTAIN A TEACHER'S STEP standing WHEN A TEACHER TRANSFERS BACK TO THE DOE FROM A CONVERSION CHARTER SCHOOL.

 

 

 


     WHEREAS, teachers in the Department of Education (DOE) are paid salaries according to step and class; and

 

     WHEREAS, step is assigned based on an individual's years of teaching experience prior to joining DOE, and whether or not the teacher has completed a state-approved teacher education program; and

 

     WHEREAS, under current policy, teachers may lose their step standing when a teacher transfers back to a DOE school from a school that has converted to charter status, thereby subjecting them to salary cuts and diminishing the record of experience they have worked so hard for; and

 

     WHEREAS, Kamaile Elementary School in Waianae has been converted into a charter school and will lose approximately 22 teachers in the 2008-2009 school year because teachers are either transferring to another school or simply quitting; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the Senate concurring, that DOE is urged to maintain a teacher's step standing if a teacher transfers from a conversion charter school back to a DOE school; and


     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Education, Superintendent of Education, Executive Director of the Charter School Administrative Office, and President of the Hawaii State Teachers Association.
