HOUSE CONCURRENT

RESOLUTION

 

 

requesting the HONOLULU department of transportation services, in conjunction with the HONOLULU design and construction DEPARTMENT and the State Department of Transportation, to study the feasibility of realigning hakimo road at the junction with farrington highway.

 

 

 


     WHEREAS, Farrington Highway serves as the only major roadway linking the Leeward Coast with the rest of Oahu; and

 

     WHEREAS, the traffic going into and out of the Waianae area is often heavy along Farrington Highway, and accidents and stalled vehicles seriously disrupt the flow of traffic, resulting in long commutes for residents of the Leeward Coast; and

 

     WHEREAS, large tractor-trailer trucks use Farrington Highway to access numerous areas along the Leeward Coast, including Oahu's landfill site at Waimanalo Gulch; and

 

     WHEREAS, these trucks often use Hakimo Road to access Paakea Road to get to numerous areas along the Leeward Coast; and

 

     WHEREAS, sometimes, when a large tractor-trailer truck turns onto Hakimo Road from Farrington Highway, it is unable to complete the turn if there is a vehicle stopped on Hakimo Road at the signal at the junction with Farrington Highway, because the road is too narrow to accommodate the radius of a turning tractor-trailer in this situation; and

 

     WHEREAS, a large tractor-trailer truck needs to wait until the vehicle on Hakimo Road moves past the junction with Farrington Highway before the truck can proceed on its way, oftentimes causing traffic congestion along Farrington Highway; and

     WHEREAS, realigning or widening Hakimo Road at the junction with Farrington Highway may help ease the problem tractor- trailers are having when trying to make the turn onto Hakimo Road; and

 

     WHEREAS, Farrington Highway is under the jurisdiction of the State Department of Transportation and Hakimo Road is under the jurisdiction of the City and County of Honolulu; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the Senate concurring, that the Department of Transportation Services of the City and County of Honolulu, in conjunction with the Department of Design and Construction of the City and County of Honolulu and the state Department of Transportation, is requested to conduct a study on the feasibility of realigning Hakimo Road at the junction with Farrington Highway; and

 

     BE IT FURTHER RESOLVED that this study contain cost estimates and construction timetables for the realignment of Hakimo Road, if realignment is feasible, and if realignment is not feasible, any other solutions to address the problem of tractor-trailers turning onto Hakimo Road from Farrington Highway; and

 

     BE IT FURTHER RESOLVED the Department of Transportation Services of the City and County of Honolulu shall submit a report on the findings and recommendations of the study, including any proposed legislation, to the Legislature no later than 20 days prior to the convening of the Regular Session of 2009; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Mayor of the City and County of Honolulu, the Director of the Honolulu Department


of Transportation Services, the Director of the Honolulu Department of Planning and Permitting, and the State Director of Transportation.
