HOUSE CONCURRENT RESOLUTION
REQUESTING the Department and the Board of Education to plan and implement noise and vibration mitigation measures, including the installation of air conditioning, in advance of the actual construction and operation of the mass transit system adjacent to Waipahu High School and waipahu intermediate school.
WHEREAS, on February 22, 2008, a five-member independent technology-selection expert panel concluded that steel wheels on rail technology offered the best combination of reliability, capability, and cost for Oahu's proposed mass transit project; and
WHEREAS, Waipahu High School is located a mere fifty yards from the proposed steel wheels on rail mass transit route and Waipahu Intermediate School is also in close proximity to the proposed route; and
WHEREAS, the buildings making up Waipahu High School and Waipahu Intermediate School do not have air conditioning to serve as partial insulation against the noise and vibration projected to be caused by the construction and operation of the mass transit system; and
WHEREAS, in anticipation of the construction and operation of the mass transit system, it is both prudent and necessary to plan for and implement noise and vibration mitigation measures in advance of the actual construction and operation of the mass transit system adjacent to Waipahu High School and Waipahu Intermediate School; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the Senate concurring, that the Department and the Board of Education are requested to plan and implement noise and vibration mitigation measures, including the installation of air conditioning, in advance of the actual construction and operation of the steel wheels on rail mass transit system adjacent to Waipahu High School and Waipahu Intermediate School; and
BE IT FURTHER RESOLVED that the Department and the Board of Education are requested to report to the Legislature on the progress of planning and implementing noise and vibration mitigation measures pursuant to this Concurrent Resolution no later than twenty days prior to the convening of the Regular Session of 2009; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Superintendent and Chairperson of the Board of Education.
