HOUSE CONCURRENT

RESOLUTION

REQUESTING THE AUDITOR TO CONDUCT A MANAGEMENT AND FINANCIAL AUDIT OF THE HAWAII PUBLIC HOUSING AUTHORITY'S PUNCHBOWL HOMES FACILITY.

     WHEREAS, Punchbowl Homes is a state public housing facility administered by the Hawaii Public Housing Authority; and

     WHEREAS, numerous problems with facilities at Punchbowl Homes have recently been reported to the Hawaii Public Housing Authority; and

     WHEREAS, facility repair and maintenance problems at Punchbowl Homes include:

     (1)  The back security door leading to the parking lot is continually broken and left unsecured, creating a security risk for tenants;

     (2)  Elevators are in a continual state of disrepair affecting the mobility of residents;

     (3)  The facility trash compactor is broken, causing an accumulation of trash that blocks the trash chute on all floors of the facility; and

     (4)  The front entrance of the facility is not in compliance with the federal Americans with Disabilities Act and is inaccessible to residents who have mobility problems, forcing them to use the back entrance to reach the front of the building; and

     WHEREAS, the report also mentions that there are no accessible units in the facility that comply with the federal Americans with Disabilities Act; and

     WHEREAS, the State has an obligation and duty to provide public housing facilities that are properly maintained to ensure the safety and well-being of facility residents; now, therefore,

     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the Senate concurring, that the Auditor is requested to conduct a management and financial audit of the Hawaii Public Housing Authority's Punchbowl Homes facility and to investigate reports of disrepair, noncompliance with the Americans with Disabilities Act, and other concerns of residents at the facility; and

     BE IT FURTHER RESOLVED that the Auditor is requested to report findings and recommendations to the Legislature, including any necessary legislation, not later than twenty days prior to the convening of the Regular Session of 2009; and

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Director of Human Services, the Director of the Hawaii Public Housing Authority, and the Auditor.
