HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF TRANSPORTATION TO DETERMINE THE EXACT COSTS OF PLANS, DESIGN, CONSTRUCTION, AND OTHER NECESSARY EXPENDITURES FOR AN OFF-ROAD BICYCLE PATH ADJACENT TO PIILANI HIGHWAY ON MAUI.

 

 

 

     WHEREAS, Piilani Highway, otherwise known as Highway 31, is a scenic winding highway that hugs the southern coast of Maui connecting North Kihei, South Kihei, Wailea, and Makena; and

 

     WHEREAS, residents who live in the area through which the Piilani Highway traverses, as opposed to the more urbanized areas on Maui such as Kahului and Wailuku, seem to have a particular affinity for riding bicycles; and

 

     WHEREAS, bikeways offer not only an efficient and non-polluting alternative means of transport within the area but provide riders with healthful exercise; and

 

     WHEREAS, the construction of an off-road bicycle path adjacent to Piilani Highway on the island of Maui has not gone forward partly because the administration and the community are unaware of the exact costs of planning, design, construction, and other necessary expenditures; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the Senate concurring, that the Department of Transportation is requested to determine the exact costs of plans, design, construction, and other necessary expenditures for an off-road bicycle path adjacent to Piilani Highway on Maui; and

 

BE IT FURTHER RESOLVED that the Department of Transportation is urged to request the Governor to provide funding for this study to the extent required; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Director of Transportation, and the Mayor and the Chairperson of the Council of the county of Maui.
