HOUSE CONCURRENT

RESOLUTION

 

 

requesting the Department of Health to REPORT TO THE LEGISLATURE on THE IMPACTS OF locating a redemption center or reverse vending machines on the PREMISES of every dealer that sells deposit beverages.

 

 

 


     WHEREAS, the deposit beverage container program has been successful in encouraging businesses and residents of Hawaii to increase recycling of aluminum and plastic beverage containers; and

 

     WHEREAS, the deposit beverage container program has also been successful in reducing the amount of solid waste material entering the State's landfills; and

 

     WHEREAS, there are many redemption centers for redeeming deposit beverage containers throughout the State, but not all of them are conveniently located or have convenient hours to encourage all consumers to use them; and

 

     WHEREAS, not all dealers that sell deposit beverages are required to operate a redemption center or provide reverse vending machines; and

 

     WHEREAS, it is important to make the redemption of deposit beverage containers as convenient as possible to encourage the greatest number of participants in the deposit beverage container program; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the Senate concurring, that the Department of Health is requested to report on the likely impacts of requiring the locating of a redemption center or reverse vending machines on the premises of every dealer that sells deposit beverages; and

 

     BE IT FURTHER RESOLVED that the Department of Health is requested to submit its report, including any findings, recommendations, and any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2009; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Health, who in turn is requested to transmit copies to any third party that the Department of Health has contracted to administer any part of the deposit beverage container program.
