HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF EDUCATION TO FORM A TASK FORCE TO evaluate ESTABLISHING COMPREHENSIVE RECYCLING PROGRAMS IN SCHOOLS.

 

 

 


     WHEREAS, each student in the State of Hawaii produces about half a pound of waste per school day; and

 

     WHEREAS, The Long Beach Unified School District in Los Angeles, California, adopted a recycling program that will save it $310,000 a year by recycling solid waste, food waste, paper, aluminum, glass, plastic, and other materials; and

 

     WHEREAS, composting food or green waste to create mulch can decrease the amount that schools spend on fertilizer for plants, grass, and athletic fields; and

 

     WHEREAS, schools in Hawaii use up to thirty-one thousand cubic yards of landfill space every month, and landfills in Hawaii are approaching or have already reached capacity; and

 

     WHEREAS, it costs $6 per cubic yard to use space in a landfill, which means it costs $186,000 each month for schools in the State to dump their trash and pay for pickup fees; and

 

     WHEREAS, if schools in Hawaii recycle more of their trash rather than dispose of it in landfills, this would decrease the amount of trash in landfills, decrease the amount of money that schools spend on trash disposal, produce revenue for the school from recycling, and teach students responsible recycling habits; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the Senate concurring, that the Department of Education is requested to form a task force to evaluate comprehensive recycling options available to schools, including but not limited to, evaluating all costs and benefits of statewide school recycling programs; and

 

     BE IT FURTHER RESOLVED that the Department of Education is requested to submit a report of its task force's findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2009; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Education; and the Superintendent of Education, who in turn is requested to transmit copies to complex area superintendents, all secondary school principals, and all school community council chairpersons; the Chairperson of the Board of Land and Natural Resources; and the Director of the Hawaii State Student Council.
