HOUSE CONCURRENT
RESOLUTION
requesting a study on construction.
WHEREAS, the construction industry is one of the main drivers of the local economy, providing employment and job opportunities for nearly forty thousand workers throughout the State; and
WHEREAS, the construction industry is the main reason that tax revenues to the State and counties have exceeded revenue forecasts; and
WHEREAS, the construction industry has a direct impact on consumer spending and has been indirectly responsible for the increase in sales of major consumer goods and other related services with revenues of nearly $7,500,000,000 annually; and
WHEREAS, in turn, public works projects contribute significantly to the health of the construction industry and also directly impact the local economy; and
WHEREAS, there is a threat of a recession on the horizon, and this threat requires that government play a proactive role in mitigating the force of the recession; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the Senate concurring, that the University of Hawaii is requested to study the feasibility of establishing a construction advisory body composed of economists, construction industry experts, public procurement officers, construction union officials, and the Director of Business, Economic Development, and Tourism to monitor the local economy and to assist the Governor and the executive branch in initiating capital improvement projects during economic downturns in order to stabilize the local construction industry and the overall state economy; and
BE IT FURTHER RESOLVED that the University of Hawaii is requested to submit findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days before the Regular Session of 2009; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President of the University of Hawaii, the Chairperson of the Board of Regents of the University of Hawaii, the Governor, and the Director of Business, Economic Development, and Tourism.
