HOUSE CONCURRENT
RESOLUTION
RELATING TO EMERGENCY MEDICAL SERVICES
WHEREAS, there is established within the department of health for administrative purposes the wireless electrocardiogram project task force.
WHEREAS, the goals of the task force shall be to review the city and county of Honolulu's wireless electrocardiogram project and data on costs, implementation, required staff, and other information currently gathered by the city and county of Honolulu's emergency medical services department and the department of health to evaluate the project's potential for expansion and improvement.
WHEREAS, the task force shall also review the project's wireless transmission system, wireless modem to a cardiologist, and the project's overall benefit in reducing the time elapsed for each patient from arrival at the hospital to receiving appropriate treatment for conditions diagnosed using the wireless electrocardiogram system.
WHEREAS, the members of the wireless electrocardiogram project task force shall consist of seven (7) members as follows:
(1) A member of the house of representatives appointed by the speaker of the house of representatives;
(2) A member of the senate appointed by the president of the senate;
(3) The director of the city and county of Honolulu's emergency services department or the director's designee;
(4) The director of health or the director's designee; and
(5) Two (2) cardiologist appointed jointly by the senate president and the speaker of the house of representatives.
(6) A representative from the Coalition for a Tobacco Free Hawaii.
WHEREAS, the wireless electrocardiogram project task force shall convene at least three meetings at the Capitol prior to the 2009 regular session.
WHEREAS, members on the task force will not be paid nor will expenses be reimbursed for matters relating to this resolution.
WHEREAS, the wireless electrocardiogram project task force shall be exempt from chapter 92, Hawaii Revised Statutes.
WHEREAS, the wireless electrocardiogram project task force shall cease to exist on June 30, 2009.
BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the Senate concurring, that the wireless electrocardiogram project task force is requested to submit a report of its findings and recommendations, including proposed legislation, if necessary, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2009; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the
Director of Health, the Director of the Honolulu's Emergency Medical Services Department and the introducing author of the resolution.
