A BILL FOR AN ACT
relating to education in middle schools.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that a student activities program is mandated by the board of education policy 2120 which states, "Every elementary and secondary school shall establish a student activities program as an integral part of the curriculum." Student activities are an important and integral part of the school curriculum and enforce the basic concepts of democracy and an involved citizenry. Student activity coordinators in middle schools plan, direct, coordinate, and implement a student activities program as an integral part of the educational experience of every student and of the school curriculum.
The purpose of this Act is to appropriate funds to create student activity coordinator positions in each middle school in the State.
SECTION 2. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§302A- Middle schools; student activities coordinator. There shall be created one full-time student activities coordinator position at each middle school in the State. The board of education shall adopt rules in accordance with chapter 91 to carry out the effect of this section."
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2007-2008, and the same sum, or so much thereof as may be necessary for fiscal year 2008-2009, for the creation of one full-time student activities coordinator position at each middle school in the State.
The sums appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 4. New statutory material is underscored.
SECTION 5. This Act shall take effect upon its approval except that section 3 shall take effect on July 1, 2007.
