A BILL FOR AN ACT

RELATING TO CIVIL DEFENSE.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

     SECTION 1.  Chapter 128, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§128-  Civil defense emergency warnings; multiple languages. All messages from the governor, the department of defense, or the civil defense division to the general public warning of a civil defense emergency or natural disaster or advising the public during a civil defense emergency or natural disaster shall be prepared for broadcast in multiple languages, determined to reach as many residents and visitors as possible, and shall be distributed to the appropriate media outlets."

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $     , or so much thereof as may be necessary for fiscal year 2007-2008, and the same sum or so much thereof as may be necessary for fiscal year 2008-2009, for the purposes of this Act, including the hiring of necessary staff.  The sums appropriated shall be expended by the department of defense.

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval,  except that section 2 shall take effect on July 1, 2015.
