A BILL FOR AN ACT
RELATING TO SUBSTANCE ABUSE TREATMENT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that at least eighty per cent of inmates at Hawaii prisons and jails have a substance abuse problem and that not all inmates receive the substance abuse treatment they need. The purpose of this Act is to provide substance abuse treatment for inmates needing substance abuse treatment services prior to being released back to our communities.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2007-2008, and the same sum, or so much thereof as may be necessary for fiscal year 2008-2009, for substance abuse treatment for inmates at correctional facilities or at Hawaii community correctional centers.
The sums appropriated shall be expended by the department of public safety for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2007.
