A BILL FOR AN ACT
RELATING TO HISTORIC PRESERVATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that there are many structures in Hawaii that reflect its unique cultural heritage, and that hold historical significance. The legislature also finds that there is significant value in preserving and perpetuating these structures, which reflect Hawaii's cultural, artistic, architectural, and historic heritage.
Heritage tourism is a fast-growing niche of the tourism industry. Heritage preservation serves to protect and enhance the state's attractiveness to visitors. It also serves to increase the tax base and property values, as well as generate additional sales of good and services, thus creating new jobs and benefiting the state economy.
The legislature finds that, to date, funding for historic preservation has been insufficient. To address the insufficient funding for historic preservation, the Historic Hawaii Foundation, in cooperation with the National Trust for Historic Preservation, will establish the Hawaii preservation fund. This fund is envisioned as an endowment vehicle that would allow the Historic Hawaii Foundation to compete for federal funds. Funds would be used for preservation services in Hawaii, with the majority of the funding going to direct grant awards to Hawaii-based non-profits and governmental organizations that are dedicated to preservation services.
The purpose of this Act is to appropriate funds for the Historic Hawaii Foundation to help provide initial funding for its endowment; provided that the appropriated amounts are matched by an equal amount of private contributions to the Hawaii preservation fund endowment.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $1 or so much thereof as may be necessary for fiscal year 2008-2009 for the funding of the Hawaii preservation fund endowment; provided that no moneys shall be released until the amount appropriated in this section is matched by an equal amount of private contributions to the Hawaii preservation fund endowment.
The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2025.
