A BILL FOR AN ACT

SECTION 1. The legislature finds that there is mounting interest in the community, generated by our youth, for the integration of peace education in all levels of school, from pre-school to college, and beyond. The legislature further finds that peace education is the process of acquiring the values and knowledge, and developing the attitudes, skills, and behaviors, to live in harmony with one's self and with others. Peace education is based upon a philosophy that teaches nonviolence, love, compassion, trust, fairness, cooperation, respect, and a reverence for the human family and all life on our planet.

The purpose of this Act is to appropriate funds to the University of Hawaii to study the feasibility of establishing a center for peace education.

SECTION 2. The college of education at the University of Hawaii at Manoa shall conduct a feasibility study to explore the development and establishment of a center for peace education for the professional development of teachers, for the education of students, and as a resource in service partnerships with the local community and international exchange programs.

The college of education shall submit a report of its findings and recommendations to the legislature no later than twenty days prior to the convening of the regular session of 2009.

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2008-2009 for the purposes of this Act.

The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2008.
