A BILL FOR AN ACT


 

 

MAKING AN APPROPRIATION FOR geographical mapping.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that interferometric synthetic aperture radar mapping is a process that provides high-resolution elevation data produced through a technique called radar interferometry.  Interferometric synthetic aperture radar is a popular geospatial data gathering process that provides the most accurate elevation data of any other form of mapping.  Interferometric synthetic aperture radar mapping also produces data that identifies geospatial features that are normally not detectable.  Specifically, these maps can be used to identify important agricultural lands.

     The purpose of this Act is to appropriate funds for the department of accounting and general services to contract with a service provider to provide interferometric synthetic aperture radar base maps of the State for state and county agencies.

     SECTION 2.  The department of accounting and general services shall utilize the bid process in the procurement code to contract with a service provider to acquire interferometric synthetic aperture radar base maps of the State and make those maps available to all state and county agencies.  No service contract shall be awarded to a service provider unless the data produced from the service provider is, at a minimum, of the most recent interferometric synthetic aperture radar currency and is ideal for flooding and zoning mapping and other government related applications.  Furthermore, the service contract shall require:

     (1)  Use of interferometric synthetic aperture radar digital elevation models that have a minimum of five meter posting; and

     (2)  Periodic updates to the maps that occur during the period of the service contract.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2008-2009 for the purposes of this Act.

     The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2008.
