A BILL FOR AN ACT
RELATING TO THE ALA WAI WATERSHED.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that conservation land trusts have been successful in providing a variety of public benefits, such as the preservation of private land for public use. The legislature further finds that the concept of a land trust to assist in addressing the flooding, pollution, and ecosystem degradation of the Ala Wai watershed should be explored.
The purpose of this Act is to make an appropriation for the Ala Wai watershed.
SECTION 2. The department of land and natural resources shall conduct a study, including solicitation of community input, to evaluate the options, policy foundations, and technical assessments on the use of land trusts to address the flooding, pollution, and ecosystem degradation of the rivers and streams within the Ala Wai watershed. The department of land and natural resources shall report findings and recommendations to the legislature not later than twenty days prior to the convening of the regular session of 2009.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $150,000 or so much thereof as may be necessary for fiscal year 2008-2009 for the purposes of this Act.
The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2008.
