A BILL FOR AN ACT
MAKING AN APPROPRIATION to establish two BOARD OF EDUCATION ANALYST POSITIONS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the reinventing education act of 2004 requires the board of education to adopt, at least annually, a weighted student formula for the allocation of moneys to public schools. This requirement has increased the attendant responsibilities and staff resource needs of the board in adopting a weighted student formula for public schools. In addition, one of the responsibilities of the department of education, through the board and the superintendent of education, is to establish a school community council system. The legislature finds that, in fulfilling this requirement, the board's policymaking responsibilities have expanded to include support for the establishment and implementation of a school community council in each school. The legislature further finds that increased staff support in this area would assist the board in establishing key partnerships and maintaining clear communications with school-communities to build support for public schools.
The purpose of this Act is to appropriate funds to establish two full-time, permanent analyst positions in the board of education to support the budgetary and school-community-related responsibilities of the board.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $132,064 or so much thereof as may be necessary for fiscal year 2008-2009 for the establishment of two full-time equivalent permanent analyst positions in the board of education to staff and support the budgetary and school-community-related responsibilities of the board.
The sum appropriated shall be expended by the board of education for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2008.
