A BILL FOR AN ACT
AUTHORIZING THE issuance of general obligation bonds for capital improvement projects for the SECOND representative district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
Part I.
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $ or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2008-2009 for the purpose of financing capital improvement projects for the second representative district, as follows:
1. To be expended by the department of education:
Keaukaha elementary school, Hawaii
For design, construction, and equipment of a 6,000 square-foot cafeteria kitchen/dining room.

Equipment 1,000,000
Total funding $ 9,100,000
2. To be expended by the Hawaii health systems corporation:
A. Cardiovascular lab, Hawaii
Construction of a cardiovascular lab facility at the Hilo medical center.
Construction $ 7,000,000

B. Long-term care facility, Hawaii
Replacement/expansion of a long-term care facility at the Hilo Medical Center.
Construction $ 25,000,000
Total funding $ 25,000,000
3. To be expended by the department of land and natural resources:
A. Wailoa small boat harbor, Hawaii
Design and construction for a two-lane boat launch ramp with fifteen per cent maximum ramp angle, to be located within the Wailoa small boat harbor, Suisan basin along the west makai dock with boat wash down area, parking for truck and boat trailers and access roadway.

4. To be expended by the University of Hawaii at Hilo:
A. Hawaiian language building, Hawaii
Design, construction, and equipment for the Hawaiian language building. Project to include ground and site improvements, development of new facility, equipment and appurtenances, and all other related project costs.

B. College of pharmacy, Hawaii
Design of permanent building for the college of pharmacy.

C. Mohouli/Kapiolani development, Hawaii
Planning, design, and construction of a roadway and bridge to traverse the flood control channel that connects Mohouli street to Lanikaula street.

5. To be expended by the county of Hawaii:
Hawaii Island Veterans Memorial Project ‑ Ka Hui Na Koa O Kawili, Hawaii
Planning, design, project management, and construction of multi-purpose building to serve veterans groups and others in addition to the general community and residents.

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 of this part shall be expended by the designated expending agencies for the purposes of this part.
SECTION 3. The appropriations made for the capital improvement projects authorized by this part shall not lapse at the end of the fiscal biennium for which the appropriations are made; provided that all moneys from the appropriations unencumbered as of June 30, 2010, shall lapse as of that date.
Part II.
SECTION 4. The legislature finds that it appropriated moneys in the amount of $18,207,000 for the Hawaii community college Manono campus, Komohana campus, and west Hawaii campus in Act 160, Session Laws of Hawaii 2006. The appropriation included moneys for plans, design, construction, and equipment for the development of Hawaii community college at the Manono campus, the Komohana campus situated mauka of Komohana street, and west Hawaii campus center projects to include ground and site improvements, equipment, appurtenances, and all related project costs. To date, only $2,000,000 of the appropriation has been released, and the remaining balance of $16,207,000 of moneys appropriated is scheduled to lapse on June 30, 2008.
The purpose of this part is to reauthorize the appropriation of funds for the development of Hawaii community college campuses and west Hawaii campus center projects and to extend the lapse date.
SECTION 5. The director of finance is authorized to issue general obligation bonds in the sum of $16,207,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2008-2009 for the purpose of financing capital improvement projects for the second representative district, as follows:
1. To be expended by Hawaii community college at Hilo:
Hawaii community college, Manono campus, Komohana campus, and west Hawaii campus center developments, Hawaii
Plans, design, construction, and equipment for the development of Hawaii community college at the Manono campus, at the Komohana campus situated mauka of Komohana street, and at west Hawaii campous center. Projects to include ground and site improvements, equipment, and appurtenances, and all related project costs.

SECTION 6. The sums appropriated for the respective capital projects set forth in section 4 shall be expended by the designated expending agency for the purposes of this part.
SECTION 7. The appropriation made for the capital improvement project authorized by this part shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2010, shall lapse as of that date.
SECTION 8. This Act shall take effect on July 1, 2008.
