A BILL FOR AN ACT
RELATING TO TATTOOING.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The department of health shall convene a working group to address issues relating to the practice of traditional Hawaiian tattooing. The working group, to the extent possible, shall consist of representatives of the following organizations:
(1) Department of health;
(2) Department of commerce and consumer affairs;
(3) Office of Hawaiian affairs;
(4) John A. Burns school of medicine's native Hawaiian health program; and
(5) Other individuals or organizations with expertise in the field of traditional Hawaiian tattooing, culture, or health.
Members of the working group shall not be compensated but shall be reimbursed for their expenses, including travel expenses, incurred in the performance of their duties.
The working group shall consider and make recommendations regarding the practice of traditional Hawaiian tattooing, including but not limited to, developing appropriate guidelines for practitioners, best practices, and recommendations for legislation and relevant permit and statutory exemptions.
The working group shall submit a report of its findings to the legislature no later than twenty days prior to the convening of the 2009 regular session.
The working group shall cease to exist on June 1, 2009.
SECTION 2. This Act shall take effect on July 1, 2050.
