A BILL FOR AN ACT


 

 

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The Hawaii public housing authority shall conduct a study on creating incentives to allow public housing tenants or individuals receiving housing subsidies to transition to permanent housing and reduce dependency on public housing and rent supplement assistance.

     (b)  The study shall include but not be limited to the following:

     (1)  Creating a homeownership savings program for individuals in public housing by setting aside a portion of the monthly rental payments;

     (2)  Developing further, the individual development account program established under chapter 257, Hawaii Revised Statutes, to assist with first-time homeownership;

     (3)  Considering a formal request to the United States Department of Housing and Urban Development to allow tenants who exceed income limits to be evicted from federally-funded housing;

     (4)  Considering increasing maximum rent amounts that can be charged to families whose income increases, in higher amounts than the current caps allow;

     (5)  Establishing a timeline to address the repair and maintenance of vacant units; and

     (6)  Methods for involving the community to assist with the repair of vacant units, such as establishing a volunteer requirement or using the existing eight-hour United States Department of Housing and Urban Development volunteer requirement.

     (c)  The Hawaii public housing authority shall submit a report to the legislature of its findings and recommendations, including any proposed legislation, no later than twenty days prior to the regular session of 2009.  The authority shall also send a copy of the report to members of Hawaii's congressional delegation.

     SECTION 2.  This Act shall take effect upon its approval.
