A BILL FOR AN ACT


 

 

relating to the hawaii public housing authority.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The Hawaii public housing authority shall conduct a study on creating incentives to allow public housing tenants or individuals receiving housing subsidies to transition to permanent housing and reduce dependency on public housing and rent supplement assistance.

     (b)  The study shall include but not be limited to the following:

     (1)  Using a portion of section 8 or other rental assistance subsidies to transition to homeownership;

     (2)  Creating a homeownership savings program for individuals in public housing by setting aside a portion of the monthly rental payments; and

     (3)  Developing further, the individual development account program established under chapter 257, Hawaii Revised Statutes, to assist with first-time homeownership.

     (c)  The Hawaii public housing authority shall submit a report to the legislature of its findings and recommendations, including any proposed legislation, no later than twenty days prior to the regular session of 2009.

     SECTION 2.  This Act shall take effect upon its approval.
