A BILL FOR AN ACT
AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND making an appropriation for stevenson middle school.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $9,500,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2008-2009 for the purpose of planning, designing, and constructing a seventeen thousand square foot two-story addition to Building A or a twenty thousand square-foot stand alone building at Stevenson Middle School to provide space for multipurpose educational facilities and relocation of the administrative and support offices and renovation of the existing administrative services space for classroom use.
The appropriation includes an upgrade to meet current educational specifications for classrooms, electrical and communications upgrades, and the installation of new air conditioning split systems in selected classrooms.
The appropriation also includes the planning and designing of a multipurpose recreational facility including classrooms, a gymnasium, locker rooms, and meeting space.
SECTION 2. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2008-2009:

SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2010, shall lapse as of that date.
SECTION 4. The sums appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 5. This Act shall take effect on July 1, 2008.
