A BILL FOR AN ACT
relating to homelessness.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) The Hawaii public housing authority shall conduct a study on the feasibility of implementing homeless solutions, including but not limited to the following:
(1) Establishing campgrounds statewide in which the homeless could camp for indefinite periods of time;
(2) Providing communal kitchens, bathrooms, and laundry facilities, as well as hot and cold running water and electricity in the homeless campgrounds;
(3) Placing homeless campgrounds near bus routes or providing shuttle connections to bus routes or destinations;
(4) Providing schools for children of homeless families, either via bus transportation or satellite classrooms in areas with high concentrations of homeless children;
(5) Providing trailers, modified containers, tents, and other architectural and aesthetic items for the homeless, including the possibility of securing land to place these structures; and
(6) Establishing campground fees for the homeless on a sliding scale or for those who cannot afford to pay, allowing campground users to contribute to the maintenance of the area.
(b) The Hawaii public housing authority shall submit a report of its findings and recommendations, including any necessary legislation, to the legislature no later than twenty days prior to the regular session of 2009.
SECTION 2. This Act shall take effect upon its approval.
